Actually, when it is done for the purpose of ending suffering, it is called euthanasia. Eugenics is the process of breeding out unwanted genes from the human race i.e. selective breeding. For instance, if the "master race" were to be blond haired and blue eyed, a eugenicists would attempt to prevent anyone who might have brown eyes from being born. Or if the goal were to eliminate black people they would attempt to find a way to prevent black people from breeding at all.

When used in its purest sense such as to weed out genes that make one susceptible to a deadly disease such as cancer, eugenics could be beneficial. Unfortunately, when you give people the power to do this, sometimes they take matters into their own hands and try stupid things like trying to find and eliminate the "gay gene".
