We (California) dump most of our annual rainfall into the Pacific. We do this because ecoscum declared that the Aqueduct endangers the Delta Smelt - a small fish found all over the fucking place - that a judge lied was ONLY in the junction of the Sacramento and San Juaquin. The "shortage" is manufactured.

Not for that small town. And, capturing more rainfall means more water for use and ecology.
