It clearly isn't. They didn't really have proper borders in the past. They didn't have passports. You could simply get up and walk to another kingdom and live there if you wanted to.

That's how the Roman's conquered the Greeks. THey just had their men walk into the Greek Cities and vote to join the Empire.
