It's no secret the entire FDR administration considered the Japanese to be little yellow people who couldn't build a ship that would float or a plane that would fly. There was no national intelligence agency so the assumption was that the Japanese would be pushovers even if they dared to attack the mighty U.S. fleet and FDR could get back to the "real war" in Europe when America was convinced that an attack was likely.
