Here's how the argument goes: Most states are divided into school districts, by neighborhood. The district borders tend to separate and isolate "minority" neighborhoods, where property values tend to limit the amount of money available. The white people in adjoining school districts likely have moved to those districts with the intention of avoiding having their kids educated with minority kids - whether they would admit it or not.

The very EXISTENCE of the school districts limits the opportunities of "minority" kids for high academic achievement, because they must attend schools populated by low-achieving, low-income, low-IQ people. If the school districts were abolished, the states could at least make a credible attempt to address the educational inequities by tailoring regional schools to meet the academic challenges regardless of neighborhood boundaries.

Hence, WHITE RACISM is a HUGE factor in depressing educational opportunities for minority kids.
