The provision does nothing to lower the 1.5 trillion the legislation is projected to add to the national debt; and since Corker originally opposed the legislation because of its price tag, one can’t help but wonder why he’d suddenly change his vote.

It was not in the house bill as it appears in the Senate version. But that's irrelevant.

The relevant point is that Corker was a staunch NO vote based on his concerns over the deficit. Those concerns immediately evaporated and he became a YES vote once this provision was added to the Senate Bill. I suppose it's just a coincidence that he stands to earn at least $1M/yr because of it.
