I'd guess it doesn't work there for two primary reasons: They've effectively been under a dictatorship of one kind or another for a long time now, and have moved far too far to the Left. Much farther than, for example, the European countries that practice Democratic Socialism.

I don't know that is has anything to do with skin color, but I certainly assume that you do.

( Read massive unsustainable social programs) and the fact that the profit on their most important source of income (oil) has taken a nosedive, and many contributing factors. It's a complex problem and boiling it down as a failure of socialism, tied to them being "brown" is a pretty dishonest not to mention bigoted explanation.
