What is the policy here regarding a person initiating a thread and then requesting it be closed by a mod who shares their views?

Do those who initiate the thread own those threads in essence, or should a thread once opened belong to the board as a whole?

When a mod closes a thread because they hold the same views, doesn't this undermine the notion of this being a non partisan board?

There is no "policy". Like everything else, we use our judgement on a case-by-case basis.
