All the tragic things seem to happen when suspects are resisting arrest. Since the police must effect the arrest no matter what, resisting can only increase the chances of injury or death. That's why when cops say "stop resisting" it's because they're trying to prevent a tragic outcome.

No, not really, even during Vietnam when basic training was 13 weeks instead of 9 like it is today. When I was assigned to a Quick Reaction Force detail in Korea, we got a crash course in how to show up when Koreans were protesting at the base entrance and do....nothing as the ROK civilian authorities handled the protesters. We sure did look good in our riot gear. Kinda like baby Batman.
