Why

Well for one Mueller asked for guidance from the DOJ. He has always said that is what he wants and does not what to get bogged down in the political outtakes that each side will use as their future talking points.

It is in line with what Mueller wanted which was to stay on script and focus on the report

This also favors DOJ as if Mueller goes off script he may vent on why Barr interpretations of the report was not what Mueller was try to say.

He was very vocal about and complained about Barr's Summary. IF he is allowed to vent that then this make Barr summary a water down version which focuses on the good stuff for Trump and gloss over the bad stuff for Trump.

98% of Mueller's report was released. All that was required was a 1-page statement declaring if Trump or his associates had illegally colluded with Russians and if any of them had obstructed justice, as this was always only supposed to be a finding by the Special Counsel to the US AG that was never intended / supposed to be released to the public. It was not written that way.

It was written as an ESSAY, an attempt to build a circumstantial case based in his personal diatribe that was not required. It was written for House Democrats and snowflakes in the public, as if Mueller's team leaked to / encouraged Dems to create an outcry to get Mueller's 'conspiratorial essay' released to the public.

That's Easy.... IF he makes any statement outside of the reports conclusions he can be held criminally liable. Thus if he makes any statements about 'potential crimes he can be held accountable. IE; slander.

That makes no sense. Why would Barr tell Mueller not to say anything to self-incriminate? Barr is not Mueller's defense attorney, and it is not the DOJ's job to protect Mueller. As snowflakes have reminded Conservatives, Barr works for the US, not Mueller.
