Now I think I see what is happening here. Different sources are telling different partial stories. Most of the reports I've seen have focused on the absence of any actual allegations. This one is focusing on the absence of an formal order to open an investigation. So, absent any actual allegations and absent an order from the Governor, naturally there is currently no active investigation.
But that still leaves us with the fact that there has not been anything to imply fraud, nothing that has led anyone to submit any reports to law enforcement. And the observer team from the Florida Department of State "has seen no evidence of criminal activity at this time."
