I think the point of the whole money offer thing is not have people step forward and make up stories. Sometimes even a legitimate victim will hesitate to go public because of the shitstorm it can create.

this political climate you might have to offer somebody a living for the rest of their life to make it worth the effort to step forward and expose their face to a hostile public.

I know it....you would think that one's reputation would have nowhere to go but up after leaving that world. Every accusation should be examined for its own merit. However when an accuser is receiving money to step forward, it definitely puts the veracity and accuracy of the accusation under suspicion, and a sign of corruption.
