Outreach and education won't work. You go try to change an Evangelical Christian or any fundamentalist Christian or Jew that their thinking regarding their teachings is wrong and must change. Certainly not, law must be enforced, but since they were invited, short of coup germany can not just throw them out.

If merkel had not made such a wide invitation you might have set up camps within germany for refugees, or separation and vetting for families vs single males, limits based on jobs and space available, to have discussed with the towns on ability and distribution of refugees
Tracing so refugees could be found and returned at the proper time. Limiting free movement between countries for a period of five years or until they apply and get citizenship.
I'm sure legally other things could be done as well considering they are temporary refugee and not travelers with passport, visas and papers from syria permitting them to travel oversea.
