Following historic floods across the Greater Houston area last spring, county and city entities have worked on a number of projects to address flood mitigation and water rescue challenges in the Tomball and Magnolia areas.
Local officials said the April 2016 and Memorial Day 2015 floods were 500-year events—meaning affected areas have a 0.2 percent chance of flooding in a given year, according to the Harris County Flood Control District.
“[It was] unprecedented to have two 500-year storms back to back,” Tomball Public Works Director David Esquivel said. “With that being said, I don’t know if there’s any one entity that’s going to design for that kind of storm event.”

The reason Houston has had so much flooding problems in the recent history has nothing to do with the storms.

Houston has always had bad storms.

It has to do with government.


See, in the past decade, Houston has really grown, and it doesn't have the same zoning laws as most localities because of the government. In Houston, the government insures most property due to something called the National Flood Insurance Progame. In fact, that makes up twelve percent of FEMA's budget. So, there is no private market incentive to create a city that will be built to withstand such disaster, when rebuilding is good for the economy and will be placed on the back of every tax payer in the nation. It is a corrupt scam that has nothing to do with Climate Change.

Over the past two decades, over 38,000 acres of wetlands have disappeared in greater Houston, according to a 2015 Houston Chronicle report. Wetlands are areas that act like sponges for excess water. Without them, a city like Houston becomes more prone to floods.

Construction has boomed in recent years, but not all developers have followed a federal policy (established in 1989) requiring that new developments cause "no net loss" in wetlands. Instead, wetlands have been turned into neighborhoods, office buildings, and strip malls in Houston.

Houston was a ticking time-bomb for a devastating hurricane like Harvey
