The Act is set up that Congress can't undo it. The President can't undo it, but he can issue an EO blocking appropriated funds for it. He cannot block the funds that will be raised privately to run it. Any executive or congressional attempt to interfere will be immediately enjoined in court, which will make the American people become even more aware that corporations and partisans want the proceeds for themselves, not the tribes and the American people Bears Ears was created for.
