I can guarantee you that in a regulated healthcare system it happens million times a day.
Not HIV only.
That is the fundamental principle of the universal healthcare - the decision who gets what. And who does not get anything.
because, in the universal healthcare system there are always way too many needs and a shortage of means to satisfy it.
