While we have not had a "responsible" budget since the days of Newt Gingrich - both sides are irresponsible - the problem is entirely with the Democrats. They perpetually make expensive promises with no clue or intention to pay for them (e.g., "free" college for everyone, MediCare for all), and when ANYONE suggests scaling back they are DEMONIZED by Democrats and the Media, and crushed politically.

Republicans understand how to manipulate the tax code to simultaneously lower tax rates and increase revenues, and Democrats just keep spending and blaming the deficits on the tax cuts (which, by the way, increased revenues). The Democrat Faithful are perennially gullible to the meme that tax cuts only favor the Rich. You know, the people who pay all the taxes?

Nothing ever changes. But as more an more money is eaten up by interest on the debt, scores of "nice to have" programs will simply be starved to death. One hopes.
