Better urban planning is better. All of our US population could fit in the State of Texas.
I'm well aware of urban planning, I went to graduate school for it. Part of urban planning is not allowing so much immigration into your area, that it overwhelms your resource base (that includes not just jobs and natural resources, but HOUSING also)
