It doesn't have to be in the Constitution. We have THOUSANDS of LAWS that are not in the Constitution. They are still LAWS that may not be violated.

I'm well aware of urban planning, I went to graduate school for it. Part of urban planning is not allowing so much immigration into your area, that it overwhelms your resource base (that includes not just jobs and natural resources, but HOUSING also)
