So Congress retains the Constitutional duty of lawful appropriations for federal spending. Then historically, it ceded some authority to the Executive in the matter of National Emergencies. By Sept 14, 1976: "An Act To terminate certain authorities with respect to national emergencies still in effect, and to provide for orderly implementation and termination of future national emergencies," (HR 3884) was created.

The opening statement of the national emergency authority is clear: The idea is to get rid of them. In the future, then "ORDERLY IMPLEMENTATION AND TERMINATION," of future national emergencies was created.

Matters of Orderly government are of U. S. Constitutional Basis, wherein Congress is the legal authority for appropriations. As a part of the national emergency, then the act starts to require specifics.

Mostly, anyone would notice that it really doesn't seem to want any.

A simple sense of the obvious will likely work. None Are Wanted!

A wall on the southern border would definitely provide for orderly implementation and termination of future national emergencies.

You only have to build it once.
 
The money already spent has been to repair the ones that didn't work. There seems to be an attempt to declare a national emergency, just for example(?).

The portion of the wall that didn't work was that built by Obama. He merely put up some vehicle barriers, which allowed people to walk right across the border. And then lied about it as being "basically complete."

Nope and nope. Nothing gets "repealed" unless there's a majority vote in the House and the Senate, and the President himself signs it.

"Any national emergency declared by the President in accordance with this sub-chapter shall terminate if there if there is enacted a joint resolution terminating the emergency," 50 U.S. Code § 1622 reads, "or the president issues a proclamation terminating the emergency," the law continues.

But remember, for any law to go into effect it has to be signed by the President."

VERIFY: Yes, Congress could pass a joint resolution to repeal a national emergency declaration
