In the U.S., a large proportion of students take these standardized tests, because we have the perverse and unsustainable belief that "everyone" needs a college education. At least half of the U.S. students taking these tests would have been described accurately a few generations ago as "not college material." Including these hordes of unqualified kids into the average, drops our score precipitously.

In all of these other countries, those who are "college material" are identified early in life, and their academic performance is nurtured carefully as a national treasure (which it is). They do the same thing with soccer players, by the way, which is why they kick our asses at soccer.

If you would carve out from the overall U.S. group the people who actually should be going to college, we would show up very nicely indeed.
