Here's a NASA video of OCO-2 measurements that says "Frank is making up weird fables again." Over most of the year, the high CO2 concentrations are over the industrial areas.

If anyone is wondering why the coverage area shifts over the year, it's because OCO-2 depends on reflected sunlight to make measurements, and the sunlight isn't strong enough during the winter of each hemisphere.
