I've already done it, several times, and provided a link to online registration. But since you are apparently very slow.....
You register by mail. Fill the form out and leave the part that asks for your California ID, DL, or last 4 of your social security number blank. You attest that you are legally entitled to vote, sign the form and mail it in.
Then you show up on election day and vote. If they ask for ID (because you didn't fill out the ID section of the registration) all that is required is a utility bill or paystub with your name and address on it and VIOLA!! You can vote. That's it!
No identification is required at any of these steps. A utility bill is not an ID. A paycheck stub is not an ID.
