Neocons know that social spending is not going anywhere - ever. It's an acceptance of reality rather than having little to no problem with it. Neocons DO expect that spending to be efficient and not to grow.Actually what we now call neocons were originally Scoop Jackson Democrats, or Reagan Democrats.
