A question for Christian fundamentalists; Is all scripture equally true and of equal value?

Say for instance is the following passage from Romans...

"it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience. This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing."
-- Romans 13:5-6

...of equal value to say the apostolic condemnation of Church members engaging in sexual no-nos? And if there is a conflict between the two (if that is even possible) which one must a believer choose?

or for another example is the passage...

"Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven."
-- Matthew 5:16

...more important than the scripture that forbids the selling of flowers to people who do sexual no-nos (which I've never come across, but some people insist that it exists)?
 
Related question could be when the OT and NT conflict, which do they abide by? And if they defer to the authority of one over the other aren't they then saying the Bible isn't in fact completely true?
 
I will take that as a "no"
It seems to me that the good christian creates for him/herself a genuinely unsolvable dilemma. Their "holy text" (in part compiled from co-opted sources), delineates the source material that lays out the belief system. The believer will claim this source material has a supernaturally derived authority that supports the belief system as well. He/she further asserts that the "author" of that belief system (various gawds and spirits) endows the belief system believer with some special knowledge (knowledge that can’t be shared in a meaningful way), but that the author of the belief system is forever beyond the comprehension and understanding of the believer as laid out and supported by the source material.

The christian then further complicates matters by suggesting that there are various complex methods by which one can read and interpret this source material and so many Christians will insist their interpretation is the only correct one. These good Christians even tend to huddle in enclaves and deride the interpretation of the competing enclave for not sharing their "true interpretation"

Then the false humility comes in; that humans can't understand everything. But of course they understand everything perfectly when it is useful to attack the people they hate.
