Actually, yes, they do need more than a head count. For instance, they need to know how many veterans are in a given area so they know who needs VA hospitals etc. Gerrymandering is what allowed the GOP to hold congress all of those years. Or did you think that all of a sudden the majority of Americans became wingnuts. It's one of those 'human foibles' and both the Dims and Repugs are guilty of it.

Question 7: No. The 5th amendment does not apply , as you're not testifying in court or before any law enforcement or other legal agency or entity. That's like asking if you can plead the 5th when your mom asks you whether you smoke pot.

Question 8: You'd have to look at their records, although I can see it easily being used to help plot data for population densities, etc. Again, don't answer it if it bothers you so much.
