The non-regional actors are all prestressed and in case of USA actively taking sides on Israel. I do not want to talk about USA multi-level assistance to Israel.
Speaking short: There is no advancement. There are temporary ups and downs. Currently we are again in an down phase. So the stipulated formulas of local and non-regional actors lead to no advancement.
Turkey is pushing for new formulas. Our government is keen on involvement into the issue. On humanitarian, economical and military level. Turkey wants to send troops into Gaza.
Also since 2005 because of the situation on ground the Erez-Industrypark project is not advanceing. The project is initiated by TOBB ( Union of Chambers and Exchange Commodities of Turkey). As such institution it is together with TUSIAD most powerful civil-institution in Turkey.

Despite the fact that agreements were already signed with Israel the project is not advanceing as wished.
Gaza is really really small. Something like "Care" and overlapping "Marshall Plan" like USA did with post-war Germany is without doubt within Turkish capabilities.
Turkish government has not initiated any long-term economy-boosting activities in Palestine, the work is being done by civil institutions like TOBB. Turkish Government is just sending humanitarian aid like food packages.
But once Turkish troops will be stationed there government will initiate these kind of projects, i am sure of.
Turkish Army itself is a charity organization, too, building hospitals and infrastructure on every peace mission it joins. On institutional level Turkish Army makes these kind of activities on its self. Government involvement into such kind of things proceeds via TIKA (Turkish International Cooperation and Development Agency).
TIKA has a diversified personel structure rangeing from engineers to doctors.
Turkish Red Crescent is 4th biggest Aid organization in the world. Such it must be as Istanbul will face a devastateing earthquake sometime in future.
Once Turkish troops will be stationed there, continouus flow of activities heading to Gaza will proceed.
Now to the political side of all this.
Turkish government sees obviously no risks of sending troops, the same with Turkish General Staff as Government can not hurry ahead with such motivation without seeking consensus with the executive institution, the General Staff.
Speaking openly, Hamas is isolated both by most Arab governments and completely in the west. So Iran and Syria gratefully fill the vacuum. If there is conflict between Turkish Army and Hamas the father of such conflict is known. And there is no way any country in the region has motivation of being father to such activities regarding Turkey. Feasible?
If we do view Hamas independently from regional factors, Turkey is the gateway for Hamas out of isolation. And there is no way the average Palestinian would support any crime activities against Turkish Troops. You saw/see that in Afghanistan, Balkans, Somalia, Lebanon and elsewhere where Turkish Troops went.
In Afghanistan Turkish Barracks are open to Afghani citizens, no understanding of a fortress. So it will be in Gaza.
