When you dig into the numbers you find out that those numbers are based on solved cases, and the killing of blacks only have a 40% arrest rate, while the killing of white have over 60% arrest rate. That 20% differential means that a large amount of data is missing, which skews the "four times" rate. It can actually be less than half of what comes from the incomplete data.

This is like the "assault weapon" argument, where again, there is little reporting of weapons used in crimes broken down where the categories include "assault weapon"

This is the other bias. That blacks are convicted at twice the rate of whites. The criminal justice system has both a color and a monetary bias.

Maybe I should have explained it at a level you could understand. Your own stats show that blacks only commit potential hate crimes at 1/10 the rate of white. Which means that actual hate crimes can't be at twice the rate of whites.
