He wanted lower tax rates, because he felt the rates at the time just didn't make sense, but he also closed many loopholes that led to higher tax revenues even while lowering the rates. Also, as Governor of California, he signed one of the biggest tax increases, if not the biggest, in the state's history. He also raised SS taxes, something that should have kept SS in good shape for decades to come. Unfortunately, every Congress since then has used the excess funds for general expenditures.
