The general public must be made aware that anti-drug activity consumes at least 80% of all law-enforcement resources, from the ranks of ordinary police officers to the courts and the prison systems. The bottom line to all this waste is recreational drug use has not diminished but in fact has increased and drugs are more available today than they were when Ronald Reagan deviously saw fit to escalate Richard Nixon's fiasco in 1982.
