Two Generals, Two Women and the FBI

"They were said to be generals cut from the same cloth, David Petraeus and John Allen: whip-smart, adaptable, erudite and above reproach. Indeed Allen was Petraeus’s hand-picked successor in Afghanistan, having served as deputy commander at Centcom in Tampa, Fla., first under Petraeus, then under Marine Gen. James Mattis. Petraeus and Allen, the soldier and the Marine, represented, in other words, the very best that the U.S. military has to offer.


And yet, in less than a week, the careers of two very different men may be ruined as a result of alleged inappropriate behavior with women.

It was scandalous enough when Petraeus stepped down as CIA director after an FBI investigation uncovered his extramarital affair with his biographer, Paula Broadwell. The latest hairpin plot twist came early Tuesday when the Defense Department abruptly announced that the nomination of Allen, the outgoing commander in Afghanistan, to be commander of NATO forces was “on hold” pending an investigation by the FBI and the Pentagon inspector general related to his relationship with Jill Kelley – the woman who kicked off the FBI probe by reporting threatening emails she had received from Broadwell, and who has denied having any relationship with Petraeus beyond family friend.

A senior U.S. defense official told National Journal on Tuesday that investigators are now looking into “potentially inappropriate communications” between Allen and Kelley, 37, a doctor’s wife who worked at Centcom in Florida. According to The Washington Post, in the course of the Petraeus-Broadwell probe, the FBI uncovered between 20,000 and 30,000 documents — most of them e-mails —shared between Kelley and Allen.

A tail of two Generals,
hand in hand,
so bravely and manly
sharing defeat together in Iraq
and witnessing it in Afghanistan---
and having shared it abroad are now sharing it here,
but with different women, and in addition to their wives.

Why are such Generals so unsuccessful
when there are all those very nice things to be said about and for them,
such as President Barack Obama has said about Petraeus---who might not betray us---but who, so sturdily, one assumes, betrayed his wife.

Well, while holding hands with Petraeus,
Allen is accused of betraying us
by sharing 20,000 to 30,000 documents, most of them e mails,
with Kelley---who may or may not be as Irish as John Kerry.

And who knows what Petraeus shared with "that other woman",
for the audit's not completed yet

Anyway, as you are sure to know,
what we are referring to
is "Making Love, not War."

And, whatever did happen, as we all know,
men will be men, and some women will,
if the thing is,
in military parlance,
pressed hard enough,
engage in short courses,
and if our two handsome, dashing,
"decorated to near the navel" Generals
had been winning instead of losing wars
we might be decorating them even more and more and more---


but alas---
that time has passed,
and now we must castrate---
I mean castigate them,
or just let them run loose;
Jersey bulls that they are.

CIA launches internal investigation into Petraeus conduct
November 15th, 2012 - In yet another twist in the aftermath of the resignation of CIA Director David Petraeus last Friday, the CIA is now opening an investigation into his conduct as Director of the spy agency. The investigation will be led by the CIA Inspector General.
"At the CIA we are constantly reviewing our performance. If there are lessons to be learned from this case we'll use them to improve. But we're not getting ahead of ourselves; an investigation is exploratory and doesn't presuppose any particular outcome," said CIA Spokesman Preston Golson.

Petraeus resigned a week ago citing an extramarital affair as the reason for his stepping down. According to friends of Petraeus, he began an affair with his biographer, Paula Broadwell shortly after taking the job as Director of the Agency last fall. Ms. Broadwell has not responded to CNN requests for comment.

The announcement of the internal investigation comes on the eve of closed door testimony before the Senate Intelligence Committee. Petraeus is expected to offer his thoughts to the committee members on what the Agency knew and when it knew it in the days after the attack in Benghazi, Libya that killed Ambassador Christopher Stevens and three other Americans on September 11.

Panetta orders review of ethics training review for generals
November 15th, 2012 - In the wake of a number of financial and sexual scandals involving generals and admirals, Defense Secretary Leon Panetta has ordered a review of existing ethics training programs “to determine if they are adequate,” according to a memo from Panetta to General Martin Dempsey, chairman of the Joint Chiefs of Staff.
“I seek your views on how to better foster a culture of value-based decision-making and stewardship among senior general and flag officers,” Panetta said. Panetta said he wants to send an interim report to President Obama by December 1. While he expressed confidence in the current military leadership he also said “our challenge is to make sure that we do everything possible to maintain the highest standards of behavior.”

While the secretary did not offer specifics, he is known to be concerned not just about the Petraeus scandal and the current inspector general investigation into the conduct of General John Allen, but also events surrounding other generals. In particular Panetta this week announced the demotion of General William Ward, the former commander of Africa Command and ordered him to repay the government more than $80,000 in unauthorized travel expenses.

Kelley awarded Joint Chiefs' No. 2 medal for civilians
Nov 22, 2012 - Jill Kelley awarded honor from Joint Chiefs of Staff last year
Before she became enmeshed in a controversy that would take down the director of the CIA, Jill Kelley was considered so valuable to the MacDill Air Force Base community that she was awarded the Joint Chiefs of Staff's second-highest honor to a civilian. The award was approved by then-Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff at the time, and presented to Kelley on March 18, 2011, by then-Gen. David Petraeus at a ceremony in Washington. The award recommendation initially was made by Petraeus while he was commander of U.S. Central Command, said Navy Cmdr. Patrick McNally, spokesman for the office of the chairman of the Joint Chiefs of Staff.

Because of problems with the award application, it was resubmitted on Oct. 21, 2010, by Marine Gen. James Mattis, who replaced Petraeus as head of the command. Kelley was recognized for "outstanding public service to the United States Central Command, the MacDill Air Force Base community and the Department of Defense from October 31, 2008 to May 31, 2010," according to the award citation. "Mrs. Kelley distinguished herself by exceptional service while supporting the mission of the United Central Command, building positive relationships between the military and the Tampa community, supporting community outreach, and advancing various military endeavors."

The citation also states that Kelley's "willingness to host engagements with Senior National Representatives from more than 60 countries was indicative of her support for both the Coalition's effort and the mission of United States Central Command." Kelley's now-iconic Bayshore Boulevard house, seen worldwide on media reports and lampooned on "Saturday Night Live," was a focus of the award. "On multiple occasions, Mrs. Kelley invited Senior National Representatives, their spouses, and senior leaders to her home to demonstrate their gratitude and support. These events promoted camaraderie, understanding and a better appreciation for Coalition and military customs, concerns and abilities. Her personal leadership and selfless contributions to our community generated a strong bond between our Coalition members and Tampa residents, which inspired acts of generosity and patriotism in others."

Kelley's email exchanges with Marine Gen. John Allen are the subject of a Department of Defense inspector general's investigation. Allen's nomination to head NATO forces in Europe have been put on hold pending the outcome of the investigation. Kelley's complaint to the FBI about harassing email from Petraeus' biographer — the woman the general is thought to have been having an affair with — eventually resulted in Petraeus resigning his position as head of the CIA. The award citation lauds Kelley for helping Petraeus in earlier days.
