There is a difference between "Illegal" and a "Crime". There is civil law and criminal law. Two different bodies of laws.

Something can be against Civil Law (therefore illegal) but there is no crime associated with it. It's an illegal action, but not a crime.

Something that is illegal under Criminal Law, is a crime.
