True, as far as it goes. But many of them are owned and operated by the networks and the rest are affiliated with the networks, giving the networks free use of their licensed privileges.

The giving away of licenses to broadcast is an ongoing boondoggle, since the networks have refused to meet their obligation to operate in the public good in exchange for that gift.
