That's debatable, since NY Had a lower death rate at nursing homes than other states did. Yes, there was some undercounting, but the rate was 42% compared to 60% for New Jersey.

Of course, rates in Nursing homes are going to be higher because they population is older and has more vulnerabilities.

Still not a good reason why a ship with only 400 beds that couldn't take Covid patients was a better alternative.
