It's against the NATO charter to grant membership to a country when their territory is in dispute. How would you get every country to agree to break that rule in order to grant membership to Ukraine? The moment they join it would automatically mean article 5 would have to be enacted because Russia is occupying part of the country. NATO doesn't tease. If you want to join you can apply. Did NATO "tease" Finland. Did they "tease" Sweden? Has NATO "teased" Switzerland or Moldova?
