So is IL and other states. Overhaul is needed, but will not be done. I'd rather get min wage and retro pay sometime, even if pay scale is cut back, than no pay a few weeks or months down the road. These states are going bankrupt.

One or two states need to step up to the plate and tell the federal government that it's citizens will not be sending in any federal taxes that money will be coming to the states tax revenue. Then the rest of the states will follow suit.
