Everyone is a coward in his core. Another question is how effectively a person can supress his "inner coward". And it highly depends on one's understanding of the whole situation and the possible ways of future. The danger with Putin in this situation, IMO, is the fact that he has low-yield nukes and his popularity is based totally on his "strong man" image.
