Trump winning does not mean that no non citizens voted. That said, the Republican Party did a much better job of having Republican Observers at the poles and having lawyers proactively take to court election shenanigan to prevent them from happening. It is extremely difficult to do anything about election shenanigans after the votes have been cast and counted. No one wants to be seen as the Judge that is "interfering" with the election after the votes have been counted.
