Some of the commenters from the Twitter link say that the road was closed and the driver had to go through police barricades to get there. Another said that there were partial blockages, but the road was still open. I wonder what the reality was.

EDIT: After looking it up, it appears that the road was, in fact, closed. That makes this more likely to be intentional, and if not, at least the fault of the driver.
