That image is from 2019. The fact that Washington DC was trying to charge Trump 9 million dollars for his inauguration and his "Salute to America" celebration says everything you need to know. Most of those charges are bogus. Some Trump-hating city or county clerks probably came up with the idea of sending him a phony bill.
