If Obama can find ways without "spending $440 billion" why is there a need?

Someone explain how if "speeding up" EPA,etc. will improve job creation.. I'm going to shout now:"
ISN'T THE EPA,ETC. THE REASON THERE ARE NO JOBS BEING CREATED???

All of you detractors of threads describing how businesses are "uncertain".. and that "rules and regulations" are holding them back..
EXPLAIN then WHY Obama says speeding up EPA etc. will increase jobs???
