Before the shutdown it wasn't inappropriate... once the dems decided not to vote for the CR is when talks had to stop as leverage to get them to vote for what they voted for in the past... so talks could take place... the dems can have much of what they want... just not a bundle of billions for illegal alien free healthcare like in CA...
CA is being overrun with ill and sick illegal aliens and even Newsom said its become unmanageable and is breaking the budget...
It very well could turn the state Red...

The subsidy runs out at the end of 2025, that subsidy is no longer affordable, we need to cut spending.
