While I am impressed that you found an actual quote to back up your claim, the elephant in the room you clearly miss is that fact it is immensely illegal, unethical, offensive, and immoral for the US to dictate internal policies of the Ukraine, especially when it is highly illegal to fire a civil servant like Shokin, the Inspector General.

The goal of the US was not to improve the Ukraine, but obviously to complete the illegal takeover. At least they only exiled Shokin instead of assassinating him like they did to most of the legally elected government of the Ukraine.

So we have to go by the law, which says you can not arbitrarily fire a civil servant, but must first have a hearing in order to prove misconduct, which never happened.
So firing Shokin was completely criminal.
