Because sometimes you are not aware of pregnancy issues till late in the pregnancy.
Some women are informed that the fetus has medical issues and that the baby will never survive outside the womb.

That is why it is an issue best left to a woman and her doctor

If it's late in the pregnancy it is too late. Look into adoption

Absolutely. As I stated Prop 139 quietly inserted the weasel clause ".....the mental health of the Mother". All she has to do is claim her "mental heath is at risk" and another baby is murdered.
