I'd say they came off when he ducked for cover and crawling around with agents on him. Most dress shoes don't lace up or anything. Not hard to imagine they came off. Really they just slip on and off.

And why he would say that? Was a moment of shock where sometimes people worry about things or think of things that are meaningless in the moment.
