I'd say they came off when he ducked for cover and crawling around with agents on him. Most dress shoes don't lace up or anything. Not hard to imagine they came off. Really they just slip on and off.

And why he would say that? Was a moment of shock where sometimes people worry about things or think of things that are meaningless in the moment. But he obviously snapped out of the shock extremely damned fast, I was impressed how fast he went from worrying about his shoes to fighting to stand and yell for people to fight.
