The cruise lines are in the middle. They fill up their ships with people within driving distance along with those who fly in. A percentage of those are not Progs. Cruising is close quarters. This is a tough spot for them and for people who will not get vaxxed or are waiting to see the affects of the vaccines over a period of time.
