The challenge today is that Conservatism is opposed to personal liberty trying to legislate people into their beliefs. Let’s say you are a cop. You are watching a stretch of road where everyone is speeding. You can pull over any of the cars you see. Any of them. They are all going over the limit. You pull over ten cars and issue citations. You pick six cars that are red. You do this every day. In a couple months you argue that red cars are more likely to be speeding than green cars. You point at the percentage of red cars and it shows that half the cars stopped for speeding are red.

That is the problem with using end result statistics. It does not take into account the specific targeting of a group. Now let’s say the cop believes that Blacks are more likely to be criminal. He stops more cars with black drivers. Then he argues that blacks are more likely to be criminal. He created the situation where the statistics showed the end result he wanted.

If the cop was really driven by statistics he would target whites since the Whites are more likely to have drugs or weapons or other contraband.

The systemic problems are not solved by sacrificing a Pawn. The systemic problems require a systemic solution. You do not get that from one guy going to jail.

Fear is the prime motivating factor of republican voters. Not sure why you need examples. Fear of commies, gun grabbers, Muslims, BLM, atheists, gay people, immigrants etc. have all been used to sow division and foster authoritarianism.
