From what I read, general broadcast stations like CBS, NBC and ABC have received subsidies from the public - yes.

It's why you can combine them with a cable station (like what Ellison is doing with CNN), but would face an anti-trust suit if you attempt to combine them with each other.

I don't claim to be a learned lawyer on the subject, but there was an abundance of information indicating as such during the whole Kimmel/Trump kerfuffle.
