This isn't a serious answer. Carter didn't create the problem.

Carter was weak and vacillating. He appointed Volcker only after he tried various other policies to bring down inflation. But Volcker wound up being the best FOMC Chairman ever, and was fired by Reagan, who appointed Greenspan, arguably the worst Chairman in history.

I certainly wouldn't call him the King of Deregulation, though he deregulated some industries such as airlines.

But he was a disaster in foreign policy. He still is.
