The correct scientific answer, as I understand it, is 'yes'. Mutations may change an individual's genes but it is unlikely it would change the gene pool without selection pressure.

You presume intelligence is a functional advantage but I disagree since it appears so late in the history of life. Now wings on the other hand...

We may get an answer to population 'dumbness' thanks to Pol Pot and Chairman Mao. They wiped out an entire generation of educated people when they took power so we can see if their populations suffered IQ declines. I'm willing to bet they did not.

I believe most people believe intelligence is a functional advantage. It's your concept of intelligence that is flawed. All life possesses a fundamental level of cognitive intelligence, defined as the capacity to sense, process information, and respond to the environment. Even cells without brains, such as bacteria and plants, display sophisticated decision-making and regulatory networks to survive. So, yeah... intelligence is a functional advantage.

Since biological evolution takes 500 to 1,000 generations, it is apparent that the increase in IQ (100-150 years or 4-6 generations) precludes evolution, meaning it is a cultural change, not a biological one.
Its genetic when the dumbest women have the most children IQ drops as we saw in African Americans when the welfare state rewarded the dumbest women to have the most children mean IQ dropped to 85 rom 100.
Only the smartest Jews survived 3000 years of persecution. Mean IQ is 107

I don't believe most people believe your definition of intelligence. To me, and I wager most people, intelligence is a broad mental capability involving the ability to reason, plan, solve problems, think abstractly, and learn from experience. By your definition, computers, cars, and drones are intelligent.
